Lomonosova and got a Ph.D. in physics & mathematics at the All-Russia Electric-Technical institute im. V.I. Lenina. In 1990 organized and headed “Technobank”. In 1991 participated in the creation of the Association of Russian Banks, was elected the Vice-President (ARB) and since 2002 President (ARB). In 1995 got Ph.D. in law. In 1997 organized and headed the sector “Banking law” at the Institute of State and Law at the Russian Academy of Scinces. Since 1997 advisor to the Moscow city Mayor on financial-legal issues. In 1999 worked at the Government RF as advisor to the Chairman of the RF Government on loan-financial issues and since the same year Deputy Chairman of the Expert Council at the State Duma Committee on lending organizations and financial markets. Mr. Tosunyan serves also as the Chief of the Center of Financial and Banking Law at the Institute of State and Law, Chairman of the Board of Directors at Interbanking Financial House, Chairman of the Board of authorized banks of the Moscow Government.
